Diane Tomb is a Partner at ACG Advocacy, advising clients on federal policy strategy, coalition development, and strategic positioning. She brings more than 25 years of experience across the public, private, and nonprofit sectors, with deep expertise navigating Congress, the Administration, and national policy debates.

Diane has led national trade associations and advised Fortune 500 companies and industry coalitions on complex legislative and regulatory issues. She is known for her bipartisan approach and ability to build effective partnerships that advance client priorities.

Prior to joining ACG Advocacy, Diane served as CEO of the American Land Title Association (ALTA), representing the $18 billion title insurance industry in Washington DC. She also served as the President of the National Rental Home Council and as President and CEO of the National Association of Women Business Owners, where she revitalized the organization and championed pro-growth policies for small businesses before Congress and the White House.

Diane has deep government experience including serving as Assistant Secretary of Public Affairs at the U.S. Department of Housing and Urban Development, where she was unanimously confirmed by the Senate. She served in the White House Press Office and was the director of public affairs for the International Trade Association at the U.S. Department of Commerce. She also played key roles in successful political campaigns in both California and Florida.

Diane was appointed to the Commission on Political Reform at the Bipartisan Policy Center, a member of the Board of Advisory, Terwilliger Center at the Urban Land Institute and as a member of the adjunct faculty at Georgetown University School of Continuing Education.

A respected voice in Washington, Diane is recognized as one of Washingtonian Magazine’s Most Influential People Shaping Policy (2024), Irish America’s Business 100 (2025), and HousingWire’s Women of Influence (2017). She is a member of The Economic Club of Washington, D.C. and the International Women’s Forum.
