Leo Fitzsimon joins ACG Advocacy as a Strategic Partner with over two decades of experience representing the policy and business interests of companies in Washington, DC in both in-house positions and in several D.C.-based law firms. He is an accomplished government relations professional with extensive knowledge of US and international policymaking processes and deep experience in information technology policy, transportation, regulation, business, and law.

Prior to joining ACG, Mr. Fitzsimon led Americas External Affairs for HERE Technologies, a location data technology platform serving the automotive, transportation & logistics, and technology sectors. He represented HERE’s interests before the Administration, Congress, federal and state agencies on issues including privacy and cybersecurity policy, artificial intelligence, advanced mobility, including AVs, EVs and drones, export controls, geopolitics and trade. Mr. Fitzsimon worked closely with senior management to develop advocacy strategies to leverage business opportunities presented by legislative and regulatory developments.

Prior to joining HERE, Mr. Fitzsimon served as Consulting Counsel for the law firm Wiley Rein, where he developed and represented telecom and technology clients on policy, regulatory and business matters and created a coalition of existing and new firm clients to lobby successfully to gain flexibility in meeting a costly regulatory mandate.

Mr. Fitzsimon served two stints representing Nokia Inc. in Washington, DC, first as Director of Regulatory and Industry Affairs and then returning to lead Nokia’s North American Government and Industry Affairs team. Between these roles, Mr. Fitzsimon was a founder of and serves as Vice President of Corporate Development for Verve Wireless, a venture-backed startup mobile content publishing and advertising company.

Earlier in his career, he practiced law in the Communications and Public Policy Practice Group of the law firm Verner, Liipfert, Bernhard, McPherson and Hand, where he represented technology companies on a wide variety of legislative and regulatory matters. Before joining Verner, Liipfert, Mr. Fitzsimon was an attorney with GO! Communications, a startup wireless telecommunications firm participating in one of the FCC’s first spectrum auctions.

Mr. Fitzsimon has four children and lives with his wife Lori in Annandale, Virginia. He earned a Bachelor of Arts degree in International Relations from the University of California, Davis, and his J.D. from the Catholic University of America Columbus School of Law.
